What is the most simple program (free) to make websites?

I am struggling with this visual web developer 2008, I have a guide for 2005 but I can not find 2005 anywhere. Is there a program I can use that is just absolutely simple. I have ideas for websites but I am a retard when it comes to them. Please help me out, also, I do not mind trying to hire someone who will not steal the website from me. Just let me know your prices and I will contact you, it is a membership site where my clients trade things. Sorta like ebay but completely off the wall.

you can use notepad if you know html code
just save it as .html instead of .txt
